The City of St. Clair requires permitting for any signs which are to be placed or modified within St. Clair City Limits. The City of St. Clair has adopted Chapter 10 of the 2003 International Zoning Code as set forth by Sec. 19 ½ - 1 of Chapter 19 ½ - Signs and Advertising; with local revisions thereto know as St. Clair, MO Sign Regulations Section 1008 (Specific Sign Requirements).
Both Chapter 10 of the 2003 International Zoning Code and the revisions thereto know as St. Clair, MO Sign Regulations Section 1008 (Specific Sign Requirements) should be utilized in any case where such signs are to be placed on or off premise within St. Clair City Limits.
If such sign is an off-premise sign or billboard Sec. 19 ½ - 21 thru 19 ½ - 23 of the Code of Ordinances shall apply in addition to Chapter 10 of the 2003 International Zoning Code and Sign Regulations Section 1008 (Specific Sign Requirements).
If the sign is to be located on or near a state road or highway, you will need to submit a set of plans to MODOT for their review and consideration and obtain any necessary permits. After MODOT reviews and approves your plans, you will need to submit a copy of their permit to the St. Clair Building Department at the time of application or a letter from MODOT stating that they have reviewed your plans and a permit is not required and they approve of your proposal.
At a minimum your plans should include:
- A site plan indicating any adjoining right-of-way by name, existing utility locations and clearances, the proposed sign location(s), setbacks from the rights-of-way. (If the sign is near two intersecting streets, such sign shall not be located within the site triangle of 50’ from the center line of each street.)
- A rendering of the sign indicating the type of sign, overall height (from the grade to the top of the sign and indicating projection clearances) and the width (including all projections), along with sign dimensions. (If such sign is a roof and or wall sign, such rendering shall indicate the storefront height and width as well as the wall area percentage of coverage; also, details shall be provided indicating the attachment and bracing methods to be used.) If applicable such renderings shall be accompanied by details of any electrical equipment or lighting (including intensity and direction).
After your plans are ready for submittal and all required documentation has been obtained, & a Permit Application will need to be completed. The Code Official will review your request and determine whether such request is in compliance with current City Codes and will notify you of any deficiencies that must be corrected or if the permit has been issued and construction can commence.
